Higher Education Act Amendment Authorizes Security Grants

Congress recently passed legislation establishing a federal grant program that provides a new source of financing for colleges and universities to acquire and install electronic physical solutions. The legislation was signed into law by President Bush.

Section 821 of H.R. 4137, the “Higher Education Opportunity Act” establishes a U.S. Department of Education Student Safety and Campus Emergency Management grant program. As originally drafted, institutions of higher education or consortiums would be eligible for a grant that could be used for a variety of purposes to improve security on campuses—but not specifically for physical security investments.

SIA was successful in having the legislation modified to ensure that the program will now allow colleges and universities to use grant funds for the “acquisition and installation of access control, video surveillance, intrusion detection and perimeter security technologies and systems.” The new law authorizes “such sums as may be necessary for the program,” which means funding levels will be determined during the regular appropriations process. The program is authorized for FY2009-2014.

The next steps for SIA will be to influence the grant guidance developed by the Education Department and ensure a robust level for this program in FY2009 and beyond.
