CCTV in public places

Here are 10 recommendations for responsible implementation of closed-circuit television to reduce crime:
n Conduct an overall needs assessment.
n Create partnerships. Form a coalition of law enforcement, government bodies, neighborhood groups, businesses and retail associations, and individual citizens.
n Listen. Get input from as many people as possible to understand their needs and concerns, and get their buy-in.
n Be clear about what you're trying to achieve. Outline program and technology objectives clearly and simply in the planning stages.
n Demystify the system. Answer questions and demonstrate the technology to anyone who shows an interest.
n Select the right technology for your needs. Too much technology can increase fears of abuse.
n Be fair and up front. Post signs to inform the public that video surveillance is in operation.
n Invest in people. Select good people, then train and manage them well to create an optimal mix of humanity and hardware.
n Establish oversight. Choose an oversight body for the program and operate within a set of protocols, such as those compiled by the Security Industry Association (SIA) in conjunction with the International Association of Chiefs of Police (IACP).
n Go slow. Take responsibility to educate the public and build a consensus around proper and responsible use of CCTV technology. Start small, and continually assess public reaction and concerns as the system evolves.
