CONSULTANT GIVES STRATEGIES TO PREVENT SUICIDE ATTACKS

Physical security and terrorism expert Ross D. Bulla, CPP, PSP, and president of the Treadstone Group, has offered the following 10 strategies to mitigate a suicide terrorist attack:
- Enforce a standoff zone
A secure area that stands 100-300 feet from a facility should be established, in which only pre-screened vehicles are allowed to enter. Bollards and barricades should be used to enforce the integrity of the zone.
- Implement surveillance
Security personnel should be trained to observe and report unusual interest in a facility and its activites. Terrorists generally survey a site before targeting it.
- Screen deliveries
All cargo drivers should present ID to security. Security should also note license tags. All incoming parcels should be inspected at a safe distance or remote location. X-ray devices may be implemented. All deliveries other than couriers should be scheduled in advance.
- Stagger security
The number of personnel on duty and shift changes should vary on a day-to-day basis to eliminate any discernable pattern.
- Facilitate evacuation
Building officials should conduct emergency evacuation drills and identify ways the process can be refined or improved.
- Screen visitors
Check incoming persons from a remote location if possible. A host should escort visitors around the facility after the visitor presents a valid ID.
- Screen employees
All employees should be required to wear photo-identification. Access cards combined with biometric or keypad systems are recommended.
- Review emergency procedures
Review and update as necessary.
- Train for vigilance
Employees should be on the lookout for suspicious or unusual activity.
- Assess security
Conduct a vulnerability assessment with the help of a consultant, if possible.
