By requiring travel documents to include biometrics identifiers, such as fingerprint and face recognition, Congress has put forth the mechanism by which we can identify those who pose a threat to public safety while ensuring that the honest majority can travel unencumbered.
"Specifically, we view facial and finger biometrics to be the technologies of choice in the implementation of this legislation as the infrastructure required -- photo databases and criminal fingerprint files -- are well established. Law enforcement agencies have long experience with establishing forensic quality fingerprint databases, which can be used for criminal identification. Likewise, photos are an inherent component of all identification documents. Using both technologies can yield incredible accuracy without requiring an overhaul of our information infrastructure," he added.
