Democratic governors have urged President Bush and Republicans who control Congress to free up more money to fight terror threats in the United States, saying the big emergency spending bill moving through Congress did not provide enough funding.

"More funding from the federal government would have put more police and more firefighters on our streets and better communications technology in their hands," Delaware Gov. Ruth Ann Minner said in the Democrats' weekly radio address. "But Republicans in Congress -- following the president's lead -- declined to support what governors considered the necessary level of resources," she said.

The Senate and House of Representatives passed slightly different versions of a nearly $80 billion emergency bill, last week, mostly to finance the war in Iraq and the global war on terrorism. Lawmakers plan to send a final bill to Bush by Friday. The bills include about $4 billion in counterterrorism funds, but Democrats argued that local entities needed far more help to cover rising costs for first responders such as police and firefighters.
