Senate Democrats are trying to bolster port security, police grants and other programs financed by a $390 billion spending package, despite efforts by Republicans to keep costs from ballooning.
Republicans were expecting to beat back an amendment that would appropriate $150 million to ports for detecting smuggled nuclear weapons. Senate Appropriations Committee Chairman Ted Stevens said the bill already contains $24.7 billion for domestic security programs. He said now is the time to heed President Bush's call to keep the price tag under control.
Earlier last week, the Senate rejected two Democratic amendments to add first $5 billion, then $3 billion, for airport security, the FBI and other domestic security programs.
