Tom Ridge has remained in agreement with President Bush regarding the Presdient's demand to have broad authority over hiring, firing and paying employees of the to-be-created Department of Homeland Security.
At the second meeting of Bush's Homeland Security Advisory Council, Ridge said that Bush needs "freedom to lead. [Without it], then we really wouldn't have effected change."
Bush has threatened to veto any measure limiting his ability to make personnel decisions.
Opponents of the measure are concerned that such sweeping powers over personnel will infringe on federal workers' rights.
