Senator Joseph Lieberman (D-Conn.) has suggested a modification to President Bush's Department of Homeland Security, advocating a technology development agency that would test and approve new security devices and systems as they become available.

Lieberman's suggestion comes as part of a week of congressional hearings discussing the construction of the new cabinet-level department.

"We know our enemies will do their worst to apply technology to try and terrorize our people and disrupt our way of life," Lieberman said. "We have an urgent duty to do our best to develop technologies to pre-empt, prevent and protect against even their most advanced and unpredictable attacks.

Lieberman's Security Advanced Research Projects Agency would be a part of the overall department. He suggested that the agency would work on devices to detect chemical, biological, radiological and nuclear weapons for borders, airports and other applications.
