The Security Industry Association (SIA), has released of a new Policy Advisory, "Border Security", which is the latest in a series of Policy Advisories from SIA's Homeland Security Advisory Council (HSAC).

The new Border Policy Advisory, one in a series of advisories produced by SIA relating to issues surrounding Homeland Security, recommends that the U.S. government:

  • Conduct thorough and professional threat assessments at all official border crossings and remote areas;
  • Establish a comprehensive database of threat assessment analysis information;
  • Require federal agencies to ensure the effectiveness and practical application of each technology desired;
  • Establish baseline performance standards for protocols on each technology being considered;
  • Develop and implement cargo screening protocols at international border entry points serving or feeding U.S. destinations and those of U.S. border nations;
  • Develop and implement programs that facilitate the development of cargo origination tracking and standards that work to enhance border security;
  • Require each border facility and cargo carrier coming into the U.S. to conduct a Threat and Vulnerability Assessment and develop a cargo security plan. The acquisition of up-to-date security technologies to meet the threat and vulnerabilities identified should be included as part of that plan;
  • Develop and implement emergency and tactical response procedures and training guidelines at border checkpoints;
  • Develop guidelines and protocols to identity pre-screened visitors and cargo shippers who pose little or no risk to border safety, allowing for greater scrutiny of those who potentially pose a higher risk; and
  • Establish baseline standards for upgrading and installing CCTV surveillance, access control, biometrics, integrated systems, asset tracking, and intrusion detection equipment at border checkpoints and along remote areas of the border.
