TSA considers measures for increased air cargo security

The Transportation Security Administration (TSA) is considering regulations to plug holes in air cargo security, which has received more attention since a man shipped himself across the country in a box.

The new regulations will be based in part on proposals issued by groups formed by the government to recommend ways to improve security.

The proposals would tighten air cargo security, beginning from when a package is accepted for shipment and ending with delivery. Recommendations include requiring credentials for companies that ship packages, inspections of cargo planes and background checks of shipping clerks and other employees who handle air freight.

Cargo security got an additional boost last week when President Bush signed legislation that includes money to pay for 100 new cargo inspectors.

The group that examines cargo on passenger planes proposed enhancing the known shipper program, which is managed by air carriers and the agents accepting packages and arranging shipment.
