More than 170,000 federal employees shifted into the department, although most of the workers will continue to report to work at the same office, ship or airport. Just 10 percent of DHS employees will actually work in the Washington area -- 1,000 of them at its headquarters in a secure Naval office complex.
Changes include the elimination of the Immigration and Naturalization Service (INS) and the President's Critical Infrastructure Protection Board, whose responsibilities have been folded into Homeland Security. The Secret Service, Coast Guard and Customs Service have also been folded into the department.
