The Federal government's Immigration and Naturalization Service (INS) has proposed new rules to seek more information from travelers visiting the country and may extend those rules to U.S. citizens and other groups previously exempt from such procedures.

The new rules would require international travelers to have personal information (name, date of birth, citizenship, sex, passport number and country of issuance, country of residence, U.S. visa number, address of where they are staying in the U.S., and alien registration number) electronically transmitted to the government before the person arrives in or departs from the U.S. That information would allow the government to have a complete manifest of all passengers on board international flights and cruises.

The new rules also tighten issuance of visas and passports to visitors and students. They also allow for more border security patrol officers.
