Utility companies around the U.S. are asking states for permission to add security fees to customers' bills to compensate for security upgrades at power plants, water treatment facilities and other public utilities.

At least 13 states have been approached by utility companies to add the fee, according to a recent National regulatory Research Institute survey. The American Water Works Association estimates at least $1.5 billion is needed to secure water supply facilities alone.

In Michigan, The Associated Press reports that the state senate has already approved bills to impose security-related fees for utility companies.
